Shakopee City Council
JuneĀ 19, 2018

FROM:Ryan Halverson, Assistant City Engineer
TO:Mayor and Council Members
Subject:
Professional Services Agreement with SEH, Inc., for construction services for the 2018 Sanitary Sewer Lateral Pipe Rehabilitation Project.
Policy/Action Requested:
Authorize the execution of a professional services agreement with SEH, Inc., for construction services for the 2018 Sanitary Sewer Lateral Pipe Rehabilitation Project SAN-18-003.
Recommendation:
Authorize execution of the agreement.
Discussion:

The city's Capital Improvement Plan contains the 2018 Sanitary Sewer Lateral Pipe Rehabilitation Project SEWER-18-003. On December 5, 2017, City council authorized execution of an agreement with SEH, Inc., for design services for the project. On May 15, 2018, the City Council adopted Resolution R2018-061 approving the plans and specifications, and authorizing bidding of the project. Bidding has occurred and the City Council is being asked to consider awarding the project as a separate agenda item on June 19, 2018.

If awarded, city staff will need assistance from the consultant for in-construction project inspection and management services to complete the project. City staff worked with the consultant to develop a scope of work and professional services agreement needed to assist and deliver the construction oversight phase of the project (see attached).

SEH, Inc., has provided timely and cost effective assistance to city staff with similar projects in 2015 and 2016. Their team has the experience, technical skill, and capacity to provide the needed services and is a firm in the city's consultant pool. The attached professional services agreement authorizes and describes the scope and fee for their work on this project.

Budget Impact:

The scope of work is proposed to cost (not to exceed) $72,000. The work is budgeted in the CIP as part of the 2018 Sanitary Sewer Lateral Pipe Rehabilitation Project SAN-18-003 with all associated costs to be paid for under this project out of the Sanitary Sewer Fund.
