Shakopee Planning Commission Meeting
August 9, 2018

FROM: Michael Kerski, Director of Planning and Development
TO:Planning Commission
Subject:
Tax Increment Plan for former city hall.
Policy/Action Requested:
Approve TIF Plan for former city hall site.
Recommendation:
Approve Resolution PC2018-013 to approve TIF plan for  former city hall site.
Discussion:

The Planning Commission and City Council previously has discussed the redevelopment of the former city hall site.  In order to allow the redevelopment to move forward, the Planning Commission must recommend the TIF Plan to the City Council.

The Planning Commission looks at TIF Plans to ensure that they are in compliance with the overall general plan for the development of the City.  The 2030 Comprehensive Plan anticipated that the City would relocate from the Downtown to a campus setting and that the site would be redevelop.  The Planning Commission has previously reviewed the LHB report that the former city hall prior to demolition was substandard.

The City anticipates receiving a final redevelopment plan for the site that would be approved by the City Council.  The current plan is for a five story, market rate apartment complex with approximately 85 units with retail/commercial space on Holmes Street and underground parking.
