Enclave Development of Fargo, North Dakota, has completed preliminary feasibility of developing 80+ units of market rate housing on the former city hall site.  They are proposing to build more than 100 parking spaces below and at grade under the building to serve their tenants.  They are also proposing to provide a retail/restaurant space at street level on Holmes along with the entrance and tenant amenities.

The are requesting TIF funds for excavation and removal of the existing city hall foundations, bedrock, reconstruction of curb, gutter and sidewalks, street lights, trees, alley and utility relocation. The city would recover the demolition costs as part of the TIF agreement.

The developer has engaged Cuningham Group architects/urban design in Minneapolis to complete final designs.  The developer is also a general contractor and will complete final cost estimates.

Enclave would like to be under construction before the end of 2018.
