Subject:

Sommerville Alley Sewer Extension

Policy/Action Requested:
Adopt Resolution R2018-083 accepting quotes and awarding a contract in the amount of $51,981.00 to Parrott Contracting, Inc., for the Sommerville Alley Sewer Extension Project.
Recommendation:
Approve Resolution R2018-083.
Discussion:

On October 17, 2017, City Council approved resolution 7947, ordering an improvement and preparation of plans and specifications for 225 Sommerville Street South Sanitary Sewer Extension.

Plans and specifications were prepared by city staff, and in accordance with Minnesota Statute Section 471.345 Uniform Municipal Contracting Law, quotes were solicited and opened on July 6, 2018. Three (3) quotes were received and Parrott Contracting, Inc. from Henderson, Minnesota, is the low bidder in the amount of $51,981.00 (see the attached resolution for the quote tabulation summary). The construction cost estimate for the project was $46,000. Parrott Contracting, Inc. has the capacity and experience for the project and is deemed a responsible bidder. They are prepared to begin work in July with an anticipated completion date in August 2018.

An agreement for payment of special assessments for a portion of this project by the property owner of 225 Sommerville in the amount of $12,500.00 was executed by the property owner and the city on October 17, 2017 (see attached). It should also be noted that the property owner will be responsible for additional costs outside of the public improvement project including the Sewer Connection Fees estimated to be $3,577.01, for the disconnection/abandonment of the old septic system, and for the connection to the new public sewer system.

Budget Impact:

Funding for the sanitary sewer extension project is as follows:

225 Property Owner          $12,500 (fixed amount)

County Grant                     $  6,000 (approximate)

City Sewer Fund                $33,481 (remaining amount to be covered by city)

Total Funding                     $51,981

Based on the actual grant amount received from the county, the city would fund the balance out of the Sanitary Sewer Fund.
