| | | | | | | | Recommendation: Staff recommends that the City Council approve Resolution No. R2018-082. | | |
| | | | | | | | Discussion: D.R. Horton, Inc. - Minnesota has made application to approve the Final Plat of Windermere South. The subject property is approximately 69 acres, and is located south of 17th Avenue, west of Marystown Road, north of CSAH 78.
Attached to this report is the applicant’s plat for this development, which proposes 31 single family residential lots in the first phase, with Outlots A and B established for future phases (approx. 158 lots total). Additionally, Outlots C, D & E will be incorporated into future development projects (BHS/Windermere Way 2nd, SPUC Booster Station Minor Subdivision, and Mt. Olivet development, respectively). Planning staff notes that the project is consistent with the preliminary plat approval, and all proposed lots appear to comply with design standards of the R-1B Zone.
Staff, the applicant and other review agencies have spent considerable time reviewing this project, with Engineering, Fire and SPUC providing comments/conditions of approval. SPUC specifically noted that municipal water service and fire protection is not available until Shakopee Public Utilities Booster Station is operational, and that the developer shall contact Shakopee Public Utilities directly to discuss timing of home construction while the Booster Station is constructed. Planning staff note that landscaping and trail/sidewalk requirements will be reviewed at the appropriate time to verify compliance with the City Code regulations (submitted plans appear to comply with the regulations), and park dedication fees consistent with the most current fee schedule will be required prior to recording of this plat. Conditions noted in those memos have been incorporated into Resolution No. R2018-082 for the City Council’s consideration. | | |
