FROM:Steve Lillehaug, City Engineering/Public Works Director
TO:Mayor and Council Members
Subject:
Construction Cooperative Agreement with Scott County for four flashing pedestrian crossing systems along County Road 16
Policy/Action Requested:
Authorize the Mayor and City Administrator to enter into a Construction Cooperative Agreement with Scott County for four flashing pedestrian crossing systems along County Road 16 (17th Avenue).
Recommendation:
Approval of the agreement and action requested.
Discussion:

Recent pedestrian safety initiatives by Scott County and the City of Shakopee have resulted in developing plans to construct pedestrian safety improvements along County Road 16 (17th Avenue) at four intersections located adjacent to school areas. Pedestrian activated warning flashing systems will be installed at four crossings including constructing a raised median to complete the missing median gap between Brittany Drive and England Way. The locations of the pedestrian crossings are at the following intersections:

  • CSAH 16 and Lusitano Street (Jackson Elementary)
  • CSAH 16 and Shire Street (Shakopee High School)
  • CSAH 16 and Dublin Lane (Sun Path Elementary)
  • CSAH 16 and England Way (Shakopee Area Catholic School)

Attached are the agreement and the cost estimate with cost splits prepared by the county. The county is coordinating the design and in-construction services for this project.

Budget Impact:

The city's cost share for the improvements and other associated costs as defined within the agreement will be funded by the 2019 Capital Improvement Fund. The preliminary total project cost is $468,407; the final cost will be determined upon completion of the project based on actual construction costs plus an additional 21 percent for engineering and administration.

It should also be noted that the city is responsible to pay for the relocation of several existing light poles that will be paid to the Shakopee Public Utilities Commission directly.
