Discussion:

In the spring of 2017, the city began the process of updating its 2030 comprehensive plan as required by the Metropolitan Land Planning Act. The planning process focused on the engagement of the community from the very beginning, engaging stakeholders in crafting a shared vision for the future of the community. Thousands of people were engaged using a variety of engagement tools. The input of the community served as the foundation of the plan, establishing the community priorities and big ideas which function as the backbone of the plan.

In late June, staff and the project consultants released the draft plan at a public open house. Since, the city has sought additional input from the community, hearing from an additional 325 people. Thus far, the plan has been received with overwhelming public support.

State statute requires cities to submit plan updates to the Met Council by December 31, 2018, however, Shakopee received a 6-month extension. To keep in line with the revised timeline, the city needs to submit the draft plan for adjacent jurisdiction review by late-September. Adjacent jurisdiction review provides a 6-month window in which adjacent government agencies are granted time to review and make comment on the proposed plan. This applies to all cities, townships, counties, watershed organizations, SMSC, school districts and state agencies.

The Planning Commission held a public hearing at its September 6, 2018, meeting. One resident spoke in favor of the plan and the community engagement process. The Planning Commission recommended to the City Council that the draft plan be sent out for adjacent jurisdiction review on a 7-0 vote.

Following the six-month review period, the city will consider input from adjacent jurisdictions and make adjustments as necessary. Other smaller changes, edits and refinements will be made to the plan over the course of the next few months.

The Planning Commission will be asked to review and formally approve the plan next spring at a second public hearing. Following approval by the City Council, the city will submit the draft plan for review by the Met Council. Once approved by the Met Council, the city must act to formally adopt the plan, at which time Envision Shakopee will become the city's official comprehensive plan.
