The replacement of the 2008 Elgin Crosswind Regenerative Air Street Sweeper (unit No. sk1081) is included in the 2019 Capital Improvement Plan (see attached information sheet CIP No. Storm-19-005). The street sweeper is being purchased under the State of Minnesota Contract No. 103147. The quotation from Titan Machinery is attached and is consistent with the state contract.

The replacement schedule for street sweepers is 10 years/5,000 hours. The current unit will be 11 years old and is expected to have slightly more than 6,000 hours at the time of replacement.

Early authorization to purchase the equipment as part of the 2019 CIP is being recommended to meet the deadline to purchase the street sweeper under the current 2018 contract, which expires the end of November 2018. Capitalizing on the 2018 purchase price is expected to result in substantial savings, understanding that the street sweeper would not be delivered and paid for until 2019. The new 2019 state contract price is expected to increase to approximately $304,800. 

The street sweeper is funded in the 2019 CIP under the Storm Drainage Fund. The total budget amount per the CIP is $322,000. The purchase amount is $263,047.00 and falls within the 2019 CIP budget amount.
