Subject:
Contract for Private Development for the old city hall site.
Policy/Action Requested:
Approval of contract with Enclave Development, LLC for the redevelopment of the site of the former city hall.
Recommendation:
Adopt Resolution No. E2018-028 approving a Contract for Private Development with Enclave Development LLC for the old city hall site.
Discussion:

The city and EDA have previously approved a Redevelopment Tax Increment Financing District for the former city hall site.

Enclave development will be taking title to the property and redeveloping the site into over 80 units of market rate housing that include commercial on the Holmes Street side along with more than 100 parking spaces underground and behind the street level on Holmes.

As part of the redevelopment, they will be removing the old foundation walls of city hall that are holding up the streets and the railway.  They will be shoring and pouring new foundation walls for the basement.  They will also be reconstructing the sidewalks on Holmes and Second and doing streetscape that will be similar to that already completed downtown.  As part of the redevelopment, they will also be paying 70 percent of the cost of the reconstruction of the adjacent alley and it being paved in concrete.

The redevelopment of the city hall site is a critical project for downtown and the community.  It will provide additional residents for downtown and increase safety by providing activity and more eyes on the street.  Enclave has done many projects in Fargo, North Dakota and is currently working on several other projects in larger metro market of the Twin Cities.  Their design by the Cunningham Group architects has been supported by the majority of downtown businesses and features brick and stone.

The TIF funds will be used for site preparation including removal of the asbestos coated foundation, shoring, new concrete foundation, the parking areas, utility relocation and enhancements, streetscapes on Holmes and Second and the seventy percent cost of the alley.
