Staff has reviewed fees for 2019 and makes recommendations per the attached.  A redline and clean copy of the proposed 2019 fee schedule are included for council's review.

There are no major changes to the fee schedule, most changes proposed are minor adjustments to account for inflation or to align the City's fees with actual costs. All of the fees proposed were considered in the preparation of the 2019 budget.

Summary of Changes (highlights, not all inclusive, page numbers based on marked-up version):

• Public Works Equipment Service Charges increased by approx 3% to account for inflationary increases (p. 8)
• Trunk Sanitary, Storm Water charges minor increase to align with actual costs (p. 9-11)
• Right of way permit fees increased to align with actual cost, inserted small cell wireless fees previously approved by Council (p. 12-13)
• Sewer Service increased to to align with actual cost (p. 14)
• SAC credits increased to align with actual value (p. 14)
• AUAR west end per acre fee established ( p. 17)
• Building permit fee calculation adjustments (p. 18)
• Police Hourly rate for contracted services increased to align with actual cost (p. 29)
• Ice arena hourly rates implemented based on Council's 2 year fee plan adopted in 2017 (p. 32)
• Shelter fees at Lions, Memorial and Huber increased based on actual cost and market comparables (p. 35)
