Discussion:
The Ridge Creek Park opportunity was created when Lennar Homes contributed more than 40 acres of land to the city as part of its development and paid more than $500,000 in park dedication fees. Council decided at that time that this park should be moved forward in tandem with the construction of the homes so that it would be completed as the final part of the subdivision was started. Council approved the last addition of Ridge Creek on November 20 and we anticipate that the plat will be recorded before the end of the year.
The concept plan for Ridge Creek Park resolves some issues with the existing Prior Lake Outlet Channel. A new sediment pond will be constructed that will allow city crews access to remove any sediment as needed. The new outlet channel will take a more natural path through the site and will complement the natural retention ponds that Lennar has already built.
The plan also calls for leaving the remaining channel in place parallel to Crossings Boulevard. It will be used to collect stormwater from the street and general area. This will allow the quality larger trees to remain and provide a buffer from the road.
The overall concept plan provides a major trail connection through the site, linking to other existing trails in the area. There would be a paved trail for bikes and pedestrians and a boardwalk trail limited to pedestrian activity. There will be a number of overlooks and crossings that will be piped with culverts. The concept proposes increasing landscaping around the existing homes in the current park and also more natural plantings throughout the park area. The concept is to enhance the natural area and increase the riparian habitat. Like a desert oasis, these areas can become rich habitats, and are often home to a wide range of flora and fauna, easily meeting all of birds' basic survival needs, including food, water, shelter and nesting sites.
It is anticipated that as the park area matures, it will become a regional attraction and also a trailhead for individuals looking to walk or ride through the city's extensive trail network that will now be connected by this project. Confluence will be examining the existing Riverside Fields Park to ensure that it is an appropriate trailhead and gateway to this extensive trail and nature system. It is likely that Riverside Fields will be incorporated into Ridge Creek Park.
Staff will be bringing to Council a contract for landscaping and engineering services at the next meeting so that the project can be bid and construction started in 2019.
The Parks & Recreation Advisory Board was excited and supportive of the project when it was reviewed at their November meeting.
