Discussion:
Phillips Architects & Contractors, Ltd. is requesting that the Planning Commission forward to the City Council a recommendation approving their vacation of those public drainage and utility easements originally dedicated within Outlot A, CHECKERED FLAG ADDITION, Scott County, Minnesota, and created by Document No. 944961.

Introduction
Phillips Architects & Contractors, Ltd. is proposing the platting of Lloyds Addition and expansion of a business for Lloyd Properties, LLC at 6450 County Road 101 East. With the new plat, they will create new public drainage and utility easements, along with a shared driveway easement and a shared ponding easement for the Lloyds Properties parcel and for the 2nd parcel for a future business. As part of this new plat, the existing easements will no longer be needed by the City and Shakopee Public Utilities (SPU); therefore, the applicant has submitted an application requesting approval to vacate these easements.

City departments, Scott County and other outside agencies were given the opportunity to review and provide comments regarding this application. City Engineering and SPUC support the requests and have provided memorandums that list conditions of approval.

A public hearing has been set for Tuesday, January 22, 2019. On that date, comments from staff members and utilities, as well as a recommendation from the Planning Commission, will be presented to the City Council for consideration.
