FROM:Ryan Halverson, Assistant City Engineer
TO:Mayor and Council Members
Subject:
2019 Sanitary Sewer Lateral Pipe Rehabilitation and 2019 Cured-In-Place Sewer Pipe Lining Projects.
Policy/Action Requested:
Approve Resolution R2019-010, approving plans and ordering the advertisement for bids for the 2019 Sewer Service Lateral Pipe Rehabilitation Project Sewer-19-003 and the 2019 Cured-In-Place Sewer Pipe Lining Project Sewer-19-006.
Recommendation:
Approve Resolution R2019-010.
Discussion:

The city's Capital Improvement Plan (CIP) contains the 2019 Sewer Service Lateral Pipe Rehabilitation Project Sewer-19-003 and 2019 Cured-In-Place Sewer Pipe Lining Project Sewer-19-006, consisting of cured-in-place lateral lining of sanitary sewer services and main sewer lines under various streets throughout the city (see attached CIP summary sheets). The city has successfully completed similar lateral lining projects in 2015, 2016 and 2018. This is a continuation of the lateral lining program to maintain existing sanitary sewer infrastructure, prevent potential damage to city streets, and avoid expensive repairs for residents when sanitary sewer service failures occur.

It should be noted that minor additions to the project scope include three previously unidentified properties immediately adjacent to the project area and six other properties that fell within previous years' rehabilitation projects but were not rehabilitated due certain coordination issues at the time. Upon completion of the 2019 service lining project, it is estimated that the final sewer service lining project would take place in 2020 consisting of approximately 100 more services that remain to be lined.

Plans have been prepared as directed and public bids are ready to be solicited to construct the improvements. Upon approval, the advertising and bidding will commence with a scheduled bid opening of approximately February 14, 2019. Bids would then be considered at the March 5, 2019 City Council meeting. Construction of the improvements will be performed between July and November of 2019.

Budget Impact:

The CIP allocates a budget of $700,000 for the 2019 Sewer Service Lateral Pipe Rehabilitation Project and a budget of $80,000 for the 2019 Cured-In-Place Sewer Pipe Lining Project, both projects being funded by the Sanitary Sewer Fund.
