Shakopee City Council
January 22, 2019

FROM:Ryan Halverson, Assistant City Engineer
TO:Mayor and Council Members
Subject:

Receive a feasibility report and call for Public Hearing on the 2019 Street and Utility Reconstruction Project.

Policy/Action Requested:
Adopt Resolution R2019-011, receiving a feasibility report and calling for a Public Hearing for the 2019 Street and Utility Reconstruction Project CIP-19-003.
Recommendation:
Approve Resolution R2019-011.
Discussion:

On August 8, 2018, the City Council ordered the preparation of a feasibility report to evaluate the reconstruction of various streets identified in the 2019 Capital Improvement Plan (see attached information sheet for Project No. CIF-19-003). The feasibility report has been completed and is attached for Council review. The purpose of the report is to evaluate the existing infrastructure (streets, utilities, sidewalks, street lighting, and drainage) and make recommendations for any improvements that are needed. The report also addresses the estimated improvement costs, funding, and the proposed assessments.

It should be noted that the original project scope contained in the CIP has been revised, breaking out a portion that will be programmed in 2020 with the redevelopment of the River Bluffs Apartments area to better coordinate street and utility improvements with the schedule of that project. The postponed areas include Levee Drive, Scott Street from 2nd Avenue to Levee Drive, Atwood Street from 1st Avenue to Levee Drive, and Fuller Street from 1st Avenue to Levee Drive.

The attached resolution sets a date for the public hearing for this project on February 19, 2019. It  should be noted that the intent of Resolution R2019-011 is to only accept the report and to set the public hearing date.  Approval of the resolution does not order the project and does not commit the council to construct any improvements at this time. Ordering the project will be considered by the City Council upon completion of the public hearing.

A presentation of the project and feasibility report will be made to the public and the City Council at the subsequently scheduled public hearing. The public hearing provides the property owners adjacent to the project area and the general public an opportunity to address the City Council on this project.

Budget Impact:
If the project is approved, it will be funded by the Sanitary Sewer Fund, Storm Sewer Fund, Special Assessments, Shakopee Public Utilities and the Capital Improvement Fund as planned in the 2019 Capital Improvement Plan.
