Policy/Action Requested:
The City Council shall offer Resolution No. R2019-007, a Resolution approving the final plat of Sarazin Flats Second Addition as proposed, and move its adoption.
Recommendation:
Staff Recommendation
Staff recommends that the City Council approve Resolution No. R2019-007 as presented.

Planning Commission Recommendation:
The Planning Commission considered the preliminary plat application at their October 6, 2016 meeting, by a 6-0 vote, they recommended approval of the request, subject to the conditions noted in the draft resolution.
Discussion:
MWF Properties has made application for Final Plat of Sarazin Flats Second Addition; The First Addition included 57 multi-family residential units and this Second Addition will provide 48 multi-family residential units. Access would be from Sarazin Street, located west of the project area incorporated within the project’s first phase. Presently, this site is vacant. The applicant has provided a site plan and elevations of the proposed structure. Each phase would include parking consistent with City Code requirements, consisting of surface and underground spaces. Previously, the property owner received Variance and Conditional Use Permit approval for these structures. Should this plat be approved, staff will review the building permit thoroughly to ensure compliance with the approved Variances (for lot width and front/side yard setbacks) and Conditional Use Permit for an overheight structure.

Planning staff did receive comments from reviewing agencies and have incorporated those comments as conditions of the draft resolution. Planning staff has included a condition that references compliance with the City Code design and performance standard requirements as well.
