Phillips Architects & Contractors, Ltd., applicant and Lloyds Properties, LLC, property owner, have made application for Final Plat approval of Lloyds Addition, which consists of Outlot A of Checkered Flag Addition (plat for Gresser Construction) and the property that was formerly known as RTS (shingle recycling). The property is 18.601 acres, and would consist of two new lots: one for use by Lloyd’s Properties LLC (approx. 14.4 acres) and a second parcel (approx. 4.2 acres) for a future tenant. The parcel proposed for use by Lloyd’s Properties did receive Conditional Use Permit approval for a recycling/wast sorting and transfer facility and exterior storage tied to that use. This proposed project appears to comply with City Code design standards and would reuse the currently vacant RTS facilities/site. Both CUP and Final Plat approval/recording is required before this facility can receive building permit approval. At this Council meeting, the Council will also take action on a public hearing to vacate public drainage & utility easements.  Staff supported this request, provided conditions listed in the draft resolution are met.  Staff will conduct a thorough review of the building permits for both parcels once submitted, and specific design details will be reviewed for compliance with the City Code Design Standards at that time, should this project be approved.
