Property Owner: Shakopee Crossings Limited Partnership

Zoning: Planned Residential District (PRD)

2030 Comp. Plan: Commercial

Lot Size: 1.40 acres

Steve Soltau, representing Builders Lot Group is proposing to develop a memory care and assisted living facility in the Planned Residential District (PRD) at 8205 Crossings Boulevard. In the Planned Residential District all commercial or multi-family uses in the PRD zone require conditional use permits.

The proposed facility is a 3-story, 36 unit building with 20 assisted living units and 16 memory care units. The 16 memory care units are located on the first floor, the assisted living units are located on the second and third floors of the building.

The site is bounded by private drives on the east and west side of the lot and Crossings Boulevard on the south. Proposed access to the site is from the private drives with a proposed 2nd driveway adjacent to Kwik Trip for deliveries. The Engineering Department recommends removal of the delivery driveway because of the close proximity to the parking lot entrance driveway and the driveway for Kwik Trip.

The applicant has stated that none of the residents of the facility will be drivers. The surface parking on the site is for visitors and staff, which is expected to be 5 employees on a single shift. The required parking on the site is 21 spaces and 23 spaces are proposed with the attached site plan. Staff has added a condition to the draft resolution that for parking for special events this facility must receive approval from an adjacent user with surplus parking, such as KinderCare or US Bank, which have limited parking or no parking on weekends.

The proposed building materials are multiple colors of horizontal cement board siding and accents and manufactured stone. The proposed design complies with City Code requirements for building materials and setbacks.
