Introduction
D.R. Horton, Inc. - Minnesota has made application to approve the Final Plat of Windermere South 2nd Addition. The subject property is approximately 49 acres, and is located south of 17th Avenue, west of Marystown Rd., and north of CSAH 78.
Attached to this report is the applicant’s plat for this development, which proposes 125 single family residential lots in this 2nd phase (31 approved in the first phase), with six outlots for incorporation into future phases or open spaces. The preliminary plat had proposed 158 lots, so this 2nd phase is generally consistent with that preliminary plat. The developer had received Variances for 33 lots with reduced lot widths. This 2nd phase of development is consistent with that Variance; in fact, only 23 proposed lots will be needing that Variance. Otherwise, Planning staff notes that all proposed lots appear to comply with design standards of the R-1B Zone.
Staff, the applicant and other review agencies have spent considerable time reviewing this project, with Engineering and SPUC providing comments/conditions of approval. SPUC specifically noted that municipal water service and fire protection has limited availability until the Shakopee Public Utilities Booster Station is operational, and that the developer shall continue to work with Shakopee Public Utilities directly to discuss timing of home construction while the Booster Station is constructed. Planning staff note that landscaping and trail/sidewalk requirements will be reviewed at the appropriate time to verify compliance with the City Code regulations (submitted plans appear to comply with the regulations), and park dedication fees consistent with the most current fee schedule will be required prior to recording of this plat. Conditions noted in those memos have been incorporated into Resolution No. R2019-035 for the City Council’s consideration.
