| | | | | | | | Subject: WSB Inc. Extension Agreement for design of CSAH 16 & CSAH 15 improvements associated with Windermere Development. | | |
| | | | | | | | Policy/Action Requested: Authorize the appropriate city officials to enter into an extension agreement with WSB & Associates, Inc. for the design of CSAH 16 and CSAH 15 improvements associated with Windermere Development. | | |
| | | | | | | | Recommendation: In order to meet the timelines of development and to have county roads design to State Aid Standards and approval, the attached extension agreement needs to be executed. The Preliminary Plat is scheduled for consideration on April 6, 2017 and City Council on April 18, 2017 at this point of time. | | |
| | | | | | | | Discussion: Associated with the Windermere Development, the extension of CSAH 16 from CSAH 15 through the plat and CSAH 15 improvements for turn lanes at the intersection with CSAH 16, needs final design to County and State Aid Standards. The developer is willing to pay for WSB & Associates, Inc. to prepare final plans with the City and County contributing appropriate cost shares. The timing is such for this development and improvements to be done this year, design must start soon. Staff has met with county staff and developer and have agreed to proceed with the city’s consultant and with the developer agreeing to pay most of this cost. Attached is a letter from DR Horton agreeing to provide an initial escrow to start the design work and to provide further funds once the plat is approved. Staff has reviewed this financing of the work and is acceptable. If the project does not move forward, the design work can be stopped with no obligation to the city. | | |
| | | | | | | | Budget Impact: Staff has budgeted funds for the extension of CSAH 16 and for storm sewer along CSAH 15. The cost of design of county roads will be paid mostly by the developer with some cost share by the city and county based on the street construction cost sharing. | | |
