Shakopee City Council
JuneĀ 4, 2019

FROM:Steve Lillehaug, Public Works Director
TO:Mayor and Council Members
Subject:
Receive a feasibility report and call for Public Hearing on the Wood Duck Trail Reconstruction Project.
Policy/Action Requested:
Adopt Resolution R2019-052, receiving a feasibility report and calling for a Public Hearing for the Wood Duck Trail Reconstruction Project CIF-19-008.
Recommendation:
Approve Resolution R2019-052.
Discussion:

On May 7, 2019, the City Council ordered the preparation of a feasibility report to evaluate the reconstruction of Wood Duck Trail. At this time, Wood Duck Trail pavement between Hohenstein Court and Maple Trail has failed to a point where immediate and full reconstruction is warranted. The feasibility report has been completed and is attached for Council review. The purpose of the report is to evaluate existing infrastructure (streets, utilities, street lighting, and drainage) and make recommendations for any improvements that are needed. The report also addresses the estimated improvement costs, funding, and the proposed assessments.

The attached resolution sets a date for the public hearing for this project on July 2, 2019. It should be noted that the intent of Resolution R2019-052 is to only accept the report and to set the public hearing date. Approval of the resolution does not order the project and does not commit the council to construct any improvements at this time. Ordering the project will be considered by the City Council upon completion of the public hearing.

A presentation of the project and feasibility report will be made to the public and the City Council at the subsequently scheduled public hearing. The public hearing provides the property owners adjacent to the project area and the general public an opportunity to address the City Council on this project.

It should also be noted that prior to the public hearing, a project open house will be scheduled. Additionally, appraisal estimation work is being conducted to validate the assessment vs. benefit amount. Any needed updates to the feasibility study will be amended and provided to the City Council, accordingly.

Budget Impact:
If the project is approved, it will be funded by Special Assessments, the Capital Improvement Fund, and the Storm Drainage Fund.
