FROM:Mark Noble, Senior Planner
TO:Mayor and Council Members
Subject:
Final Plat of Willows at Windermere
Policy/Action Requested:
Approve Resolution No. R2019-063, a resolution approving the Final Plat of Willows at Windermere, and move its adoption.
Recommendation:
Based on Planning staff’s review of this project and comments received from reviewing agencies, staff is recommending approval of this request as it is consistent with the City Code standards for this zoning district and consistent with the approved Preliminary Plat. Comments from the reviewing agencies are included in the draft conditions of approval.
Discussion:
CB Shakopee Limited Partnership, applicant, and D.R. Horton Inc. - Minnesota, property owner, have made application for Final Plat approval of Willows at Windermere, a plat proposing a new 3.25 acre lot located north of 17th Avenue, west of Marystown Road, and east of Willow Circle. The proposed use would be a 60 unit multi-housing structure, which is consistent with the previously approved Rezoning, PUD and Preliminary Plat.

D.R. Horton, Inc. – Minnesota received rezoning, reguiding, PUD and Preliminary Plat approval for the Windermere project in April, 2017. Windermere East First Addition was approved on March 6, 2018, with this parcel described ast Outlot B. The plat will create this 3.25 acre lot, with a 3.29 acre lot identified as Outlot A (future development). The developer and staff have thoroughly reviewed the proposed project, and have developed a layout that complies with City regulations. Staff will conduct a thorough review of the building permit once submitted, and specific design details will be reviewed for compliance with the City Code Design Standards at that time, should this project be approved.
