Discussion:

The Prior Lake Outlet Channel (PLOC) Memorandum of Agreement (MOA) was recently updated and approved June 18, 2019. This recent update to the MOA is considered an interim update with a long-term strategy for the Cooperators to take ownership and maintenance responsibilities for their respective sections, in turn lessening the administration and function the watershed has with the PLOC while still maintaining an agreement to ensure appropriate cost sharing.

To help facilitate transition to the long-term strategy, a Master Plan is being developed to address deficiencies that need to be corrected to bring the PLOC to a 100% design standard. Developing the Master Plan started in April 2018 and outlines a 5-year plan to address capacity issues, bank stability/erosion issues and easement issues. Once the Master Plan improvements are completed, it is expected that the PLOC MOA will be updated and revised, accordingly.

As part of the MOA approval, City Council requested additional information pertaining to the Master Plan. A presentation will be provided at the council meeting, accordingly (see attached).

Budget Impact:
The MOA is a cost-share agreement with administrative and project costs related to the PLOC. The PLOC Budget is approved by the Cooperators annually. These costs are paid for through the Surface Water Fund.
