Patrick Baker, representing Unleashed Animal Care LLC has applied for a conditional use permit for pet daycare and boarding at 4000 Valley Industrial Blvd S. 

In the latest update to the zoning ordinance, pet daycare and boarding was added as a conditional use in the Heavy Industry zone. Prior to the update, B-1, Highway Business was the only zone this use was permitted by conditional use permit.

In staff's experience, the largest concern related to pet daycare and boarding is noise generated in the outdoor areas from animals barking. This site is directly adjacent to County Road 83 and the building is greater than 125' from the nearest building (building to south), with the other surrounding buildings being over 270' away.

The applicant is proposing to use the entire building and provide a 1,400 square-foot outdoor exercise area south of the building that would be fenced by vinyl opaque fencing. The outdoor exercise area is proposed to be supervised. Staff proposes limiting the use of the outdoor area to 6:30 a.m. to 10:00 p.m.

The applicant plans to board animals overnight and intends to have staff at the building from 6:30 a.m. to 10:00 p.m. The public hours of operation are listed as 6:30 a.m. - 7:00 pm. The applicant intends to also perform grooming and potentially in the future have a veterinarian on staff.

If the request is approved, the applicant intends to construct the necessary improvements immediately and operate by the fall of 2019.
