Shakopee City Council
AugustĀ 7, 2019

FROM:Micah Heckman, Project Engineer
TO:Mayor and Council Members
Subject:
Parking zone restriction change on Bluff Avenue, from Market Street to Prairie Street.
Policy/Action Requested:

Approve removal of the "Local Residential Parking Only" restriction along Bluff Avenue.

Recommendation:
Approve removal of the parking zone restriction.
Discussion:

In 1982, City Council enacted a parking restriction along Bluff Avenue, between Market Street and Prairie Street, in response to resident complaints about litter, noise, disorderly behavior and parking problems that were the result of a business located on Dakota Street.

Several years ago, the business that was the cause of the resident complaints ceased operation. Recently the city has received written and verbal requests to change or remove the parking restrictions on Bluff Avenue.

The city's administrative Traffic Safety Committee met on June 21, 2019, and evaluated the situation. Following discussion, the Traffic Safety Committee recommends removing the parking restriction. In advance of bringing this to Council, the Traffic Safety Committee sent a letter to residents along Bluff Avenue alerting them to the potential change. The city received one phone call from a resident that was concerned about future use of the building on Dakota Street. While there may be concern, any parking issues that would arise from a new use occupying the building would be dealt with at the time.

Budget Impact:
Removal of the existing signs will be completed by the Public Works Department and will have minimal impact on the budget.
