Shakopee City Council
AugustĀ 7, 2019

FROM:Kyle Sobota, Senior Planner
TO:Mayor and Council Members
Subject:
Vacation of Public Alley in Block 7, City of Shakopee Plat
Policy/Action Requested:
Adopt Resolution No. R2019-085, a resolution vacating all of the alley in Block 7, City of Shakopee Plat.
Recommendation:
At the July 11th Planning Commission Meeting, the commission voted 6-0 to recommend City Council approval of the vacation request.
Discussion:

The proposed vacation request is to vacate the entire alley (highlighted in yellow on vacation map) between Scott Street and Atwood Street on the site of the River Bluff development. The Shakopee EDA has already acquired the majority of the properties on this block and has the remaining two properties under contract. Only one of the properties under contract is adjacent to the alley and a closing date is currently scheduled. The current owner of the lot adjacent to the alley does not oppose the proposed vacation.

The developer, Gaughan Companies, is working to revise their plans to include the entire block. As part of the redevelopment, all of the utilities will be removed from the current alley and the block will be re-platted into one lot.  The utilities will be relocated into the adjacent street rights-of-way and all of the utilities will be underground.

City staff have met with all of the utility companies throughout the design of the River Bluff project and none of the utility companies have objections to the proposed vacation.
