Recommendation:

Discussion:

On July 2, 2019, the City Council approved Resolution R2019-069 ordering the Reconstruction of Wood Duck Trail. On July 16, 2019, the City Council adopted Resolution R2019-073 approving the plans and specifications, and authorizing bidding of the Wood Duck Trail Reconstruction Project, CIF-19-008.

In accordance with Minnesota Statute Section 471.347 Uniform Municipal Contracting Law, bids were solicited and opened on August 8, 2019. Two bids were received and Northwest Asphalt, Inc., from Shakopee, Minnesota, is the low bidder in the amount of $335,908.20 (see the attached resolution for the bid tabulation summary). The bid amount is 12.0 percent over the engineer's estimate of $300,000.

Northwest Asphalt, Inc., has the capacity and experience for the project and is deemed a responsible bidder. They are prepared to begin work in August with an anticipated completion in October 2019.

Budget Impact:

Based on the low bid amount, the updated total estimated project cost is as follows:

Total Funding $ 363,100.00 $ 399,008.20

The recommended total project budget of $399,008.20 is over the original estimated budget ($363,100) by approximately 9.9 percent.

This project is proposed to be funded by the Capital Improvement Fund, Special Assessments and the Storm Sewer Fund. Of special note as approved at the Improvement Public Hearing, the Special Assessment amount is based on the assessment being capped at $12,000 per unit/lot. This amount will be confirmed and presented for City Council consideration at the final Special Assessment Hearing, expected to be held in November 2019 once the project is substantially complete.
