Purchase of various properties located at 711 Bluff Ave. E. (Tax Parcel ID #27-004172-0). 717 Bluff Ave. E. (Tax Parcel ID #27-801014-0), 731 Bluff Ave. E. (Tax Parcel ID #27-004174-0), Unassigned Address (Tax Parcel ID #27-906048-0) from the J. Kristin Sweeney Family Limited Liability Partnership.
Policy/Action Requested:
Approve Resolution No. R2019-093 approving of various properties as city parkland.
Recommendation:
Approve Resolution R2019-093 approving entering into a Purchase Agreement for $695,000 for various properties owned by J. Kristin Sweeney Family Limited Liability Partners to be used for parkland.
Discussion:

The Park Recreations and Trails Master Plan recommends that this parcel be acquired for access to the Minnesota River.  Envision Shakopee also identified access to the Minnesota River as one of the top ideas from participants.

 

The site has one of the only marinas in Shakopee along the Minnesota River.  The site is also historic as the original home of Shakopee Bricks.

 

The city had an appraisal completed and the value was established at $695,000. The owners have agreed to that price.

 

The concept plans call for the preservation and eventual rehabilitation of the owner's house for Shakopee Brick and development of a trail head and boat launch.  The city has been in discussions with Three Rivers Park District as a potential operator and cooperator for the boat rental/launch and return area.

 

Under Minnesota State Statutes, the city will be responsible for tenant relocations out of the existing properties (three houses).  WSB has provided the city with a proposal for relocation services for approximately $14,000. 

 

The parcels would be acquired, tenants relocated, a master plan completed in 2020 and final design and construction costs will be brought back to Council next year.

Budget Impact:
$695,000 from Park Development Fund plus additional costs for tenant relocation.
