Contract for feasibility study for Innovation Center
Policy/Action Requested:

Recommendation:
Approve entering into the contract.
Discussion:

The city in cooperation with the Scott County CDA issued a Request for Proposals for services for a feasibility study for an Innovation Center. The city received four responses and conducted interviews of each firm that was within or near the projected budgeted amount.

HR&A was chosen because of its familiarity with the market and also their depth of experience in working with University partnerships.  They have completed other similar projects in the state including the innovation project in Rochester.

Since the original RFP response, the firm has added Mason Ailstock to its team, making the team even stronger because of his familiarity with the EDA process and university and innovation experience.  Mr. Ailstock has been named the project manager for this contract.

The Scott County EDA has committed to funding $30,000 of the feasibility budget.  Staff has been working with the Federal EDA for funding for up to $50,000 of the costs.  The EDA recently turned down the city's request since they would rather consider funding up to 80% of the construction costs.  Staff will be working with the Federal EDA staff to ensure the feasibility study meets the EDA's requirements for construction funding.  HR&A has agreed to complete the project for $100,000.

Should the feasibility study prove itself out, staff will also be engaging an architectural firm that has familiarity with Innovation Centers to provide the Federal EDA with a concept building design layout and cost estimates.

The city and HR&A will be working closely with Minnesota State University as part of this process along with the Live Learn & Earn committee of Scott County.
