Shakopee City Council
September 3, 2019

FROM:Michael Kerski, Director of Planning & Development
TO:Mayor and Council Members
Subject:
Modification of Agreement with Scott County to allow a right in/right out
Policy/Action Requested:

Motion to approve Resolution No. R2019-095 to ask Scott County to modify Trunback Agreement for County Highway No. 15 to allow right in/right out for the development of the adjacent property.

Recommendation:
Approve Resolution No. R2019-095
Discussion:

The city and Scott County entered into a Turnback Agreement for County Highway No. 15 in August 2016 that prohibited any future access points along the highway except for a proposed right in and right out at the proposed Hyvee.

Trident Development is proposing the development of property owned by the Shakopee School District and a private party at the corner (concept attached).  If a right in and right out is not allowed, the majority of traffic would have to cross the traffic for Jackson School.

On the concept plan, it is recommended that the current cul de sac on Lusitano Street be removed and that the city street continue through the development, allowing a right in/right out on 17th Avenue.  If a right in and right out were allowed on CSA 15 (Marystown Road), the city street would potentially connect to that point.

The city's ultimate support for the right in/right out on Marystown Road would be contingent on the developer completing a traffic study for the development.

The city's long term plan is to construct roundabouts at the major intersections and ramps to meet future traffic growth.
