FROM:Kirby Templin - Water Resources/Environmental Engineer
TO:Mayor and Council Members
Subject:
Project to reroute stormwater to protect historic sites along Highway 101.
Policy/Action Requested:
Authorize the execution of a professional services agreement with WSB and Associates, Inc, for design, bidding and construction management services for the Reroute Stormwater to Protect Historic Sites Project Storm-19-003.
Recommendation:
Authorize execution of the agreement.
Discussion:

The Capital Improvement Plan (CIP) includes a 2020 Reroute Stormwater to Protect Historic Sites Project, Storm-19-003. This project includes the archaeological investigation, design and construction of stormwater infrastructure to reroute stormwater to discharge to an area that will not result in further degradation of the historical and archaeological sensitive area. These improvements will be made along highway 101 (see attached CIP summary sheet).

City staff needs assistance from a design consultant to complete the project based on current and expected workload. City staff has worked with WSB and Associates, Inc. to develop a scope of work needed to deliver the project. WSB and Associates, Inc., has the experience, technical skill and capacity to provide the needed services and is a firm in the city's approved consultant pool. The attached Professional Services Agreement authorizes and describes the scope and fee for their work on this project.

Budget Impact:

The scope of WSB's and their subconsultants work is proposed to cost (not to exceed) $284,382 plus approval of 5% contingency above the contract amount to cover potential design changes that could occur due to unknowns with the archaeologically sensitive site conditions of where this project is located.

This work is included in the 2019 Surface Water Fund as part of the Reroute Stormwater to Protect Historic Sites Project and will be paid for based on the funding as listed on the CIP sheet.
