Discussion:
Following the approval of Shakopee's 2040 Comprehensive Plan by the Metropolitan Council at their October 23rd, 2019 meeting, Envision Shakopee is now ready for final adoption and implementation. The last time the Envision Shakopee was before the Council was on April 9, 2019 for authorization to submit the Plan to the Metropolitan Council. The Plan was submitted on April 29, 2019 and through an iterative process with Met Council staff, this process included one incomplete letter which requested additional information and changes in the Plan from city staff. These requested changes were made and the Plan was deemed complete for review by Met Council staff on August 8, 2019. Following this, the Met Council Environment Committee reviewed and approved the Plan on September 24, the Community Development Committee reviewed and approved the Plan on October 7 and the full Council formally approved the Plan on October 23. A copy of the approval letter is attached.
Generally, a majority of changes made during the Met Council review process were technical in nature and did not require substantial changes to the Plan itself. With the City submitting an early draft to the Council at the end of 2018, most substantial issues were resolved before formal submission and were described to this Council at the April 9 hearing. The incomplete for review memo from the Met Council can be found in the attachments of this report. Substantive changes made from the previous draft this Commission reviewed includes; the addition of an additional land use inventory, found on pages 136 and 137 as Figure 4.10 and 4.11, an overview table of planned land uses on page 139 as Figure 4.13, an expanded housing tools discussion on page 91 as Figure 3.12 and an updated planned Metropolitan Urban Service Area (MUSA) map. The remainder of the changes made were minor, in response to the issues noted on the attached Met Council incomplete memo. A full recounting of all required changes made can be found in the attached City response memo to the Met Council.

The next step in implementation will be a full review and update of the City's Zoning Code to conform with the land use designations found in Envision Shakopee (Figure 4.12 on page 136). State statue mandates that municipalities have 9 months following formal adoption of Comprehensive Plans to conform official controls with the adopted plan. Staff will be holding a workshop with the Council to further discuss and work on the required update to the zoning code in the near future.
Eden Prairie has already begun this process by rezoning all of its park land and open space to Park Land and Open Space zoning. Shakopee will likely follow the same route as a first step.
