November 12, 2019

FROM: Jay Tobin, Parks and Recreation Director
TO:Parks and Recreation Advisory Board
Subject:
Outdoor Ice 2019-2020
Policy/Action Requested:
PRAB support of recommendation.
Recommendation:
PRAB endorse Master Plan recommendation for open ice with amendment of additional rink at Westminster.
Discussion:

The Parks, Recreation, and Trails Master Plan identified that certain outdoor ice locations are under-utilized.  The plan outlines a strategy of decreasing the quantity of ice and improving the quality of ice at the remaining locations in order to improve the quality of the experience resulting in increased utilization.

The three outdoor rinks identified Lions Park, Green Meadows, and Southbridge ensure outdoor access in the East, West, and Central parts of the community.  Westminster will also be opened as it was one of the top three most used outdoor rinks in the community (the other two being Lions Park and Green Meadows).

See attached portion on outdoor ice from the Parks, Recreation, and Trails Master Plan

Budget Impact:
Lower maintenance cost by decreasing quantity of rinks.
