Appoint Jason Arras to the fill the vacant captain's position.
Recommendation:
Appoint Jason Arras to the rank of captain.
Discussion:

The police department has one vacant captain position due to the retirement of Captain Robson. The Police Civil Service Commission has conducted the necessary testing and established the police captain eligible register. The following names are the top candidates, listed in alphabetical order, on the eligible register established by the Police Civil Service Commission.

I recommend the appointment of Jason Arras to Police Captain at grade 210, step 5 of the non-union pay plan, at an annual salary of $112,370.00.

Funds exist in the police budget for this position.
