Shakopee City Council
November 19, 2019

FROM:Michael Kerski, Director of Planning & Development
TO:Mayor and Council Members
Subject:
Road closures and suspension of city code for Shakopee Chamber and Visitors Bureau Holiday Parade
Policy/Action Requested:
Authorize requested street closure, suspension of city code 114.11 and support of the Holiday Fest event hosted by the Chamber of Commerce, on condition that all permits and applications are completed.
Recommendation:
Approve road closures as shown on attached map with the following conditions: barricades as on enclosed map in cooperation with Public Works, 24 hour notice of no parking with signs in respective areas as needed, Shakopee Police at the front and rear of the parade to provide additional public safety for parade attendees.
Discussion:

This is a very successful event for the community and is very well attended.  It includes a parade, followed by the tree lighting, followed by fire works from the Huber Park area.

Various departments will coordinate appropriate signage and barricades along with Police support.

Already more than 7,000 people have expressed interest in the area.  In the past, the street has been very tight for the parade.  This will be heightened this year because of the closures of Second and partial closure along Holmes because of the redevelopment of the Deco site (former city hall).

They are requesting that the council suspend city code 114.11 (A) Consumption and possession on public streets, property and the like to allow patrons to drink on the closed streets. No glass containers will be allowed on the streets. Patron's of the Holiday Fest will be able to purchase alcohol between 5:00 to 9:00 p.m. at the following businesses to be consumed on the closed streets only:

  • O'briens Public House
  • Pablos Mexican Restrauant
  • Arnies'
  • Pullman
  • Babe's Place
  • Shakopee Brew Hall
  • Turtle's
