| | | | | | | | Discussion: Trident Development, LLC is requesting that the Planning Commission forward to the City Council a recommendation approving their Planned Unit Development (PUD) and Preliminary Plat of POWERS FIRST ADDITION for property located within the Jackson Elementary School and Countryside subdivisions, located north of 17th Avenue (CSAH 16), east of Marystown Road (CSAH 15) and west of Jackson Elementary School.
Introduction
Trident Development, LLC is proposing a development of this property (11.33 acres, presently zoned B-1 Highway Business) that requires a PUD and Preliminary & Final Plat approval for a mixed use development. At this time, they are proposing construction of a 15,000 square foot V.A. Clinic, a 16,000 square foot medical building, and a 120 unit apartment building. The first phase of development will be the proposed construction of the V.A. Clinic, with the other two proposed buildings to be a future phase which will require a PUD Amendment and Final Plat approval (preliminary plat only at this time).
City departments, Scott County and other outside agencies were given the opportunity to review and provide comments regarding this application. City Engineering, SPUC and the County have provided memorandums that include conditions of approval. Central to the review of this project is a concern with the proposed access to Marystown Road. As a traffic study is presently being conducted with results to determine what type of access might be allowed, conditions that address that concern are included in the draft PUD Ordinance and Plat Resolution. Other elements of the proposed V.A. Clinic generally comply with the City Code requirements.
