Discussion:
The City's Surface Water Management Plan (SWMP) and Sanitary Sewer Master Plan both needed to be updated as part of the Metropolitan Council's requirement to update the city's overall comprehensive plan (Envision Shakopee).
The City Council authorized the release of the draft SWMP and draft Sanitary Sewer Master Plan for adjacent jurisdiction review on February 5th, 2019.
Initial comments were received from the Metropolitan Council in a review letter dated May 20, 2019 (see attached)
Comments for the SWMP were received from Lower Minnesota River Watershed District (LMRWD), Prior Lake-Spring Lake Watershed District (PLSLWD) and the Scott Watershed Management Organization (Scott WMO). The jurisdictional comments were considered and adjustments were made to the SWMP as necessary. The final SWMP and responses to the comments were provided to the watershed districts/organizations on November 27th, 2019 (see attached final SWMP and the comments/responses). Generally, the changes that occurred to the final SWMP were minor to help clarify/cleanup information/references.
Comments for the Sanitary Sewer Master Plan were received on May 20, 2019, from the Metropolitan Council. The comments were considered and adjustments were made as necessary (see attached responses to Metropolitan Council comments). It should be noted that in the early planning stages of the Sanitary Sewer Master Plan update in May 2018, Metropolitan Council staff provided direction that they were now not planning for a new wastewater treatment facility in Louisville Township as previously planned, which was also assumed in the city's past plan, and would be expanding the existing Blue Lake facility to accommodate the entirety of the region. Subsequent and upon completion of the city's current plan update, the Metropolitan Council changed this direction again by reverting back to the prior plan and indeed are now again planning for a future wastewater treatment plant in Louisville Township (post-2040). With that said, the city's plan update was based on the premise of all of Louisville Township's sewer having to be accommodated for and flow through the City of Shakopee's trunk sewer system. Accordingly, notes have been made in the plan update alternatives indicating that a wastewater facility is now being planned for in western Scott county that would include the sewage area of southwestern Louisville Township and that the city's system would no longer need to accommodate this region.
The Metropolitan Council approved the entirety of the city's comprehensive plan (Envision Shakopee) on November 20, 2019 (see attached letter).
