Staff has reviewed fees for 2020 and makes recommendations per the attached.  A redline copy of the proposed 2020 fee schedule are included for council's review.

There are no major changes to the fee schedule, most changes proposed are minor adjustments to account for inflation or to align the City's fees with actual costs. All of the fees proposed were considered in the preparation of the 2020 budget.

Summary of Changes (highlights, not all inclusive, page numbers based on marked-up version):

• Public Works - Add public works labor and overtime hourly rates @ $48 and $72 (p. 9)
• General Engineering - fees charged for city improvement projects from 1% to actual costs including staff time (p.13)
• Storm Water drainage and sewer service fee increasing based on long term cost projections and financial planning (p. 14) 
• Community Center memberships adjusted up based on cost and comparables (p. 33, see attachment)
• Eliminate room clean up charge - if rooms require cleanup, the entire deposit will be withheld (p. 35 and various)
• Prime ice up $10/hr, spring summer ice up $5/hr based on comparables. (p. 35)
• Deleting fee schedule for adult leagues, to be consistent with practice for other leagues and services that are defined based on cost and participation in the catalog, fees will be administratively set. (p. 37)
• Special Event/Tournament fees - adjusted based on actual cost (p. 40)
• Added 3 new community organizations (p. 43)
