Introduction
Doran Canterbury I, LLC has made application for Planned Unit Development Amendment for Phase II of The Triple Crown Residences. The subject property is approximately 10 acres, and is located North of Eagle Creek Blvd./Hauer Trail, and South & West of Shenandoah Drive.

The property is guided as Entertainment District, and is zoned Major Recreation (MR) Zone, and is presently included in the Canterbury Park Planned Unit Development (PUD). The proposal would be the 2nd phase of the Doran Companies multi-family residential development.

The first phase of the project involved the construction of a 321-unit apartment complex, along with a Club House and Gate House. This second phase would add a 305-unit apartment complex directly to the south, with accesses to Hauer Trail to the South and Shenandoah Drive to the East. The structure would be directly tied to the adjacent Club House and Gate House via a perimeter driveway and an extensive trail network, with the building to be setback at least 60 feet from all property lines. This phase will provide 447 parking spaces (surface & within the parking structure), totaling 942 spaces for the 626 units within this development. Overall density of the project will be 27.3 units/acre, and the structure elevation will match the existing for materials and height (not to exceed 55’). The site

will incorporate extensive landscaping, open space consistent with PUD open space requirements, and other decorative features in addition to utilization of the existing amenities of the Club House.

Considerations
Staff, the applicant and outside agencies have spent considerable time reviewing and discussing this submittal. Several review agencies have provided comments that have been incorporated into the draft ordinance. The plan that the developer is asking for approval as part of the PUD does not create a hardship on the City and County long range plans for this area nor create a hardship on the specific neighborhoods of this development; therefore, there is support for granting approval of their request. The preliminary plat for this property was previously approved, with the first building final platted and this lot outlotted. The applicant has submitted for final plat approval for this lot, which requires action from the City Council (they will take action on the final plat at their December 17, 2019 meeting).
