| | | | | | | | Discussion: Trident Development, LLC has made application for a Planned Unit Development (PUD) for property located within the Jackson Elementary School and Countryside subdivisions, located north of 17th Avenue (CSAH 16), east of Marystown Road (CSAH 15) and west of Jackson Elementary School.
Trident Development, LLC is proposing a development of this property (approx. 11 acres) that requires PUD District approval for a mixed-use development. At this time, they are proposing construction of a 15,000 square foot V.A. Clinic on a 2.43 acre lot, a 16,000 square foot medical building on a 2.76 acre lot, and a 120 unit apartment building on a 3.77 acre lot. The first phase of development will be the proposed construction of the V.A. Clinic and Preliminary & Final Plat approval for the V.A. Clinic lot, with the other two proposed buildings to be a future phase which will require a PUD Amendment and Final Plat approval.
City departments, Scott County and other outside agencies were given the opportunity to review and provide comments regarding this application. City Engineering, SPUC, Comcast and the County have provided memorandums that include conditions of approval. Central to the review of this project is a concern with the proposed access to Marystown Road. A traffic study was recently completed (Trident Development Transportation Study, attached to this report) which studied two alternative accesses to/from this site. Although additional study is necessary, staff supports Access Alternative #1 (right-in/right-out on Marystown Road/CR 15) as a better option than Access Alternative #2 (right-in/right-out on 17th Avenue/CR 16) and recommend moving forward with more study of this access alternative. Staff has included conditions of approval pertaining to the type and timing of the accesses to this development in the draft PUD Ordinance and Final Plat Resolution. Other elements of the proposed V.A. Clinic generally comply with the City Code requirements (building materials, open space, parking and setbacks) or as conditioned by the draft PUD Ordinance and Final Plat Resolution for this development.
