Shakopee City Council
January 21, 2020

FROM:Ryan Halverson, Assistant City Engineer
TO:Mayor and Council Members
Subject:

Receive a feasibility report and call for Public Hearing on the 2020 Full-Depth Pavement Reconstruction Project.

Policy/Action Requested:
Adopt Resolution R2020-003, receiving a feasibility report and calling for a Public Hearing for the 2020 Full-Depth Pavement Reconstruction Project CIP-20-004.
Recommendation:
Approve Resolution R2020-003.
Discussion:

On December 3, 2019, the City Council ordered the preparation of a feasibility report to evaluate the full-depth pavement reconstruction of various streets identified in the 2020 Capital Improvement Plan (see attached information sheet for Project CIF-20-004). The feasibility report has been completed and is attached for Council review. The purpose of the report is to evaluate the existing infrastructure (streets, utilities, sidewalks, street lighting and drainage) and make recommendations for any improvements that are needed. The report also addresses the estimated improvement costs, funding, and the proposed assessments.

It should be noted that the original project scope contained in the CIP has been revised. Staff recommends delaying the pavement reconstruction of Stagecoach Drive from County Road 101 to the Highway 169 overpass. The delayed portion will be programmed at a future date to better coordinate with the potential redevelopment of the former Cretex site and planning of a regional pedestrian facility along Stagecoach Road. The pavement in this area may need some patching and maintenance, but should last until programmed for future reconstruction.

The attached resolution sets a date for the public hearing for this project on February 4, 2020. It should be noted that the intent of Resolution R2020-003 is to only accept the report and to set the public hearing date.  Approval of the resolution does not order the project and does not commit the council to construct any improvements at this time. Ordering the project will be considered by the City Council upon completion of the public hearing.

A presentation of the project and feasibility report will be made to the public and the City Council at the subsequently scheduled public hearing. The public hearing provides the property owners adjacent to the project area and the general public an opportunity to address the City Council on this project.

Budget Impact:

The estimated total project cost is $2,778,400, which consists of estimated construction costs, contingency and engineering/administration/legal costs. The following Costs and Funding Summary provides the estimated amounts as planned in the 2020 Capital Improvement Plan and the attached feasibility report.

  CIP Estimate Feasibility Estimate
COSTS
Construction Cost $  2,040,000 $ 2,450,000
Contingency (~8%) $     160,000 $    195,800
Subtotal $  2,200,000 $ 2,645,800
Eng/Admin/Legal $     150,000 $    153,700
Total Project Cost $  2,350,000 $ 2,799,500
FUNDING
Special Assessments
$    660,000 $    729,200
Capital Improvement Fund $ 1,650,000 $ 1,899,800
Sanitary Sewer Fund $      10,000 $        5,750
Storm Drainage Fund $      20,000 $    159,000
Shakopee Public Utilities $      10,000 $        5,750
Total Funding $ 2,350,000 $ 2,799,500

It should be noted that the current estimate exceeds the CIP budget by $449,500 (19.1 percent). However, it is recommended to proceed with the project with the understanding that actual project costs will be determined once the project is bid, possibly resulting in a lower overall project cost.
