Discussion:
The Capital Improvement Plan (CIP) includes the NW Shakopee Stormwater BMP Retrofit project (see attached CIP summary sheet Storm-22-001. The first phase of this project includes design and construction of a storm water treatment facility in 2020 to provide stormwater quality treatment in an area of Shakopee near the Scott County Government Center where there is little to no water quality treatment of stormwater runoff prior to discharging to the Minnesota River.
A feasibility study was performed for this first phase that identified two potential locations for underground stormwater structures as part of the current Scott County Government Center expansion project (see attached map). In 2019, the city pursued constructing one of these structures in parking Lot H but rejected bids due to a high bid. As a result, we missed the opportunity to use parking Lot H due to the county's construction schedule, but with an understanding that we could use an area in parking Lot A as an alternative.
With that said, city staff needs assistance from a design consultant to complete the construction plans and administration of the phase 1 project. City staff worked with BARR to develop a scope of work and professional services agreement needed to deliver the project. BARR and their team have the experience, technical skill and capacity to provide the needed services and is part of the city's approved consultant pool. The attached Professional Services Agreement authorizes and describes the scope and fees for their work on this project. Upon execution of the professional services agreement, Barr Engineering Co. is prepared to design and develop plans and specifications. This project is a city project separate from the county project and will be bid as a stand alone project.
