Discussion:
The Capital Improvement Plan (CIP) includes the NW Shakopee Stormwater BMP Retrofit project (see attached CIP summary Storm-22-001). This project is for multiple water quality improvement projects in the Downtown Shakopee Subwatershed where there is little to no water quality treatment of stormwater prior to discharging to the Minnesota River.
The first phase of this CIP project includes design and construction of a stormwater treatment facility in 2020 that is located at the Scott County Government Center. A feasibility study was previously completed only to evaluate regional BMPs located at two parking lots at the government center.
The CIP project also includes placeholder funds for future project phases within the downtown subwatershed area.
Phase 2 includes a targeted BMP study for the remainder of the Downtown Shakopee area, which will help identify additional project opportunities that will be used for planning future CIP project phases. In addition, the targeted BMP study will provide the information needed to pursue grant opportunities to assist with funding of these projects.
There are limited areas where water quality projects can be implemented within the Downtown Shakopee Subwatershed. The targeted BMP study will identify project opportunities and evaluate feasibility, cost effectiveness and benefit to water quality.
