Discussion:
Scott County recently constructed a Traffic Management System (TMS) at key locations along regional roadways to provide dynamic wayfinding guidance to assist with the management of traffic as part of major events at Canterbury Park, Mystic Lake Casino and ValleyFair. The TMS system is located along key trunk highways, county roads and city streets, mostly within Shakopee or as you are entering the city (see attached map).
The first year the system was used was in 2019 (see attached Event Usage list). The Minnesota Department of Transportation (MnDOT) is responsible for those dynamic message signs along MnDOT highways. The county is responsible for the rest of the system. It should also be noted that the Shakopee Police Department is able to control certain dynamic signs on our local city and county streets to aid in their direct management of event traffic control.
Based on the mutual benefitting nature of the system, Scott County, the Shakopee Mdewakanton Sioux Community and the City of Shakopee have agreed to equally split the ongoing operational costs of the system, pending appropriate approvals of the cooperative agreement.
The cooperative agreement would start in 2020 as part of a 5 year operational agreement, payment being submitted for the previous year's actual costs in February of each year (first bill being received in 2021). The county would lead the operation and would bill the city annually, accordingly.
