Recommendation:
Recommend that Parks and Recreation Advisory Board support the Shakopee Soccer Association request to make improvements at 17th Avenue Sports Complex, and forward request to City Council for approval.
Discussion:

Shakopee Soccer Association (SSA) seeks Parks and Recreation Advisory Board support and City Council approval of a project to improve the safety of the experience for youth playing at the 17th Avenue Sports Complex.

SSA would like to have a fence with netting installed that would run the length of the two Southeast fields (Fields 6 & 7). It would be approximately 430 feet long with one large gate (double doors) to allow City trucks to access the fields and two smaller gates (single door) for pedestrians and golf carts to access the fields. There would be an 18-inch concrete mow strip installed as requested by Shakopee Public Works. There would also be two 120-foot-long net sections that are 20 feet off the ground behind the main goal areas of fields 6 & 7. SSA also acknowledges that SPUC owns the land on the east end of where the fence will be installed. If SPUC decides to build a building in that section, SSA will pay to have the fence moved.

The total cost of the project ($30,000) would be covered by SSA, and would be paid for over a three-year period. At the time of installation, SSA would pay for half the cost ($15,000) of the project and the City of Shakopee would pay for the other half ($15,000). Over the next two year, SSA would reimburse the City of Shakopee for a portion of the cost they paid for the fence ($7,500 per year).

For these projects, the SSA retains responsibility for all necessary coordination, permitting, compliance and approvals related to these projects.

The projects will improve the quality of the experience for all users and continue to build on Shakopee's reputation as a great place to live and play.

Budget Impact:
$15,000 that would be repaid over 2 years by the Shakopee Soccer Association.
