Discussion:
On March 16, 2020 Mayor Mars declared a local emergency related to the COVID-19/Coronavirus pandemic. By state statute, city council actions is required to extend this declaration for more than three (3) days.
The declaration of a local emergency allows cities to utilize special provisions in many state statutes. In particular, the council is able to combat the disaster and provide emergency assistance without complying with time-consuming procedures and formalities that are generally required including for:
- The performance of public works
- Entering into contracts
- Incurring obligations
- Employing temporary workers
- Renting equipment
- Purchasing supplies and materials, and
- The appropriation and expenditure of public funds.
This situation is very fluid with changes occurring almost hourly. Consistent with the State of Minnesota's emergency declaration, this provides the city with greater flexibility in providing critical services to our residents and taxpayers.
