Michael Morris, representing Saint Francis Regional Medical Center, has applied for a Planned Unit Development Amendment to construct a 15,000 square-foot Emergency Department expansion and a renovation of the existing Cancer Center space.
This proposed amendment impacts less than 10% of the South Valley Medical Campus Planned Unit Development, so the proposed amendment would not be reviewed by the City Council. The Planning Commission holds the public hearing and makes the final decision on the application, unless the decision is appealed to the City Council.
The proposed expansion adds 14 additional emergency rooms, two trauma rooms, and six rooms designed for patients experiencing mental health emergencies. A drive-through ambulance garage to serve up to four ambulances is also part of the proposed expansion (See attached plans). The applicant states in their narrative that the emergency department will remain fully operational during construction.
The proposed major building materials are brick, glass, spandrel glass, and pre-cast to match the surrounding buildings and recent construction projects on the campus. The proposed materials and building elevations exceed the minimum requirements of City Code.
The construction of a 15,000 square-foot addition requires 31 trees to be planted on the site. The applicant intends to plant 10 trees west of the proposed addition and the remaining 21 trees will be distributed around the campus. The location of the addition is near the helipad and has limited greenspace nearby, so there are limited options for placement of trees near this project. The proposed plan is acceptable to planning staff.
The applicant is not proposing any additional accesses to Marschall Road, or major adjustments to existing vehicular circulation on the site. Staff is recommending the addition of a pedestrian connection to Marschall Road and the replacement of an existing pedestrian connection to the south part of the campus that is being removed by this project. Construction on the site is intended to start as soon as possible.
