Curtis Brown, representing Resonate Church has applied for a conditional use permit for a place of worship at 1760 4th Avenue East in the former Knights of Columbus Hall / Event Center. Resonate Church currently holds services at West Middle School and has 126 enrolled members with current service attendance of 275 people distributed between two Sunday services. Resonate expects to continue to grow their congregation, but limit services to 200 people in the worship area. If there is additional demand, a third service would be added.
Outside of Sunday services, youth programming for approximately 60 youth is planned on Wednesday evenings. On Monday - Thursday the building would be used during the day as an office for 5-6 people. The applicant does not intend to host regular evening events on other nights or have service of alcohol.
Resonate Church is proposed in collaboration with the Beacon Interfaith Housing Collaborative Development and contemplates coordinated shared parking (See shared parking diagram) between the two users for church services and platting separate parcels of land for the church and the apartment building. Resonate Church is not planning for any exterior alterations to the existing building or alterations to the northern portion of the existing parking area (See attached site plan).
Review Comments:
The Fire Department is requiring the entire building to be protected by fire sprinklers with a monitoring system and both Shakopee Public Utilities and the Engineering Department are requiring that the building be connected to city water service.
The parking requirements require 1 parking space per 3.5 seats in the worship area, or 58 parking stalls. The proposed parking plan involves the following spaces for church use:
- 52 parking stalls on the Resonate Church parcel
- 6 spaces on the Beacon site with permanent easement exclusive for Resonate Church to reach 58 space minimum.
- 29 parking spaces available to Resonate via shared parking agreement.
- 20 parking spaces as shared spaces between Beacon and Resonate with non-exclusive use for either user.
Total number of spaces: 87 spaces for exclusive church use + 20 shared spaces with Beacon, which complies with City Code.
