Discussion:
The 2020 Reroute Stormwater to Protect Historic Sites Project along County Road 101 (see project summary sheet Storm-19-003) was recently awarded on April 27, 2020, and the project is underway. Due to the cultural resources within the project limits, an onsite archaeological monitor is required during construction.
Blondo Consulting, LLC was a subconsultant to WSB and Associates, Inc., during the design phase of this project to complete the preliminary archaeological investigations and obtain the necessary project approvals. Construction monitoring was not included in the initial scope since the results of the investigations were unknown, and it was not known what conditions would be required as a result of the needed archaeological reviews and approvals. Since construction has already started, Blondo Consulting is onsite as the archaeological monitor.
City staff needs the continued archaeological monitoring assistance since it requires specialized credentials and is a required condition as a result of the archaeological reviews and approvals. City staff has worked with Blondo Consulting to develop a scope of services needed to complete monitoring during construction. Blondo Consulting has the experience, technical skill and capacity to provide the needed services. Due to Blondo Consulting's specialization and prior project involvement, it is recommended to hire Blondo Consulting to continue and complete the archaeological monitoring during construction. The attached Professional Services Agreement authorizes and describes the scope and fee for their work on this project. Blondo's rates are consistent with their rates charged during the design phases of the project.
