Applicant: Bryce Hotzler, Greystone Construction Company

Lot Size: 1.44 Acres

2040 Comp. Plan: Entertainment District

Bryce Hotzler, representing Greystone Construction Company is proposing a PUD amendment to the Canterbury Southwest PUD to allow for construction of Greystone Construction's corporate office at the intersection of Vierling Drive and Shenandoah Drive.

The proposed two-story building is approximately 27,000 square-feet (see attached plans and elevations). Greystone plans to occupy the upper level of the building and intends to lease the first level to two other tenants that are unknown at this time. The proposed amendment is under review at the same City Council meeting as the original PUD because the original PUD was scheduled to be reviewed at the April 2nd Planning Commission meeting, which was cancelled. This PUD amendment was scheduled for the May 7th Planning Commission meeting because the building plans were not complete at the time of submittal of the original PUD. Both items were reviewed at the May 7th Planning Commission meeting.

This proposed amendment generally complies with the Canterbury Southwest PUD, which designates the use of this site for an office building. The proposed building footprint is generally similar to the footprint proposed with the initial PUD application, with minor adjustments in building footprint, which are highlighted in the applicant's narrative and plans.

The purpose of this amendment is to review the elevations and materials of the building, as the final design details of the building and site were not completed at the time of the initial Canterbury Southwest PUD application. If the amendment is approved, the applicant will still need to complete a final plat to convert this building site from an outlot to a buildable lot. Final plats are only reviewed by the City Council and do not require a public hearing.

In order to comply with MN Statutes and City Code on PUDs, the development must exceed minimum requirements in some areas of City Code in order to receive concessions in other areas of City Code, with the goal of providing a higher standard of development, not just achieving higher densities. The proposed Greystone building exceeds the building materials code requirements significantly with the number of different types of high quality exterior materials like stone, pre-cast concrete, anodized aluminum, wood grained metal panels, and a large amount of glass.

The building setbacks from streets in the Canterbury Southwest PUD are reduced from City Code requirements to facilitate an urban character and complement the streetscape on Shenandoah Drive that has on-street parking, boulevard plantings, and sidewalks / trails. Pedestrian connections are provided to this building from both public streets. The applicant is also proposing a landscaped garden feature adjacent to the public sidewalk along Shenandoah Drive.

Vehicular access to the site will be via the private drives within the development. It is anticipated that a shared parking agreement for less than 10 parking spaces may be needed for the future hotel depending on the final number of rooms at the hotel. Staff supports shared parking in this case because peak parking use for the hotel at night is during off-peak times for Greystone Construction. The City Code requirements for parking for the office building is 70 spaces, and 70 spaces are provided on-site.
