Discussion:
Chris Castillon, representing Cameron's Coffee has applied for a conditional use permit for over-height structures to allow for the construction of four stacks greater than 45' in height at Cameron's Coffee, located at 5700 12th Avenue East. Structures over 45' in height require conditional use permits in the Business Park Zone.
Cameron's Coffee built their building in 2008, which serves as their main office as well as production and packaging. Cameron's warehouse is done in this building and another building in Shakopee on 12th Ave East.
The proposal is for four stacks greater than 45' in height. The purposes of the stacks are as follows:
- One stack 64' in height for the catalyst bed (filtration of roaster smoke)
- Two roaster stacks 56' 9" in height
- One additional 55' fresh air intake stack.
The proposed stack materials are galvanized steel and stainless steel and have support cables. The stainless steel is bead blasted and the galvanized steel has a dull finish to reduce glare from sunshine. The closest stack to an adjacent property is approximately 170', so staff did not require a shadow study to be submitted for this request. The applicant also held a neighborhood meeting. Staff have not received any comments or concerns from adjacent property owners about the height of the stacks at this time. Staff has received concerns prior to this request about the emissions from the roasting process. The applicant is working to address the concerns by installing taller stacks and catalyst for filtration, and to diffuse smoke and odors generated during the coffee roasting process. Staff recommends a condition at the catalyst be renewed at least every four years to reduce emissions.
Staff recommends that the Board approve the request to increase the diffusion of odors and smoke from the roasting process.
